Assignment Title: CONSULTANCY SERVICES FOR DESIGN AND SUPERVISION OF CONSTRUCTION OF THE PROPOSED BORDER FACILITIES AT MPONDWE AND BUNAGANA BORDER POST.

The Ministry of Works and Transport has received financing from the World Bank toward the cost of the Great lakes Trade Facilitation Project (GLTFP), and intends to apply part of the proceeds for consulting services.
The consulting services for Design and Supervision of Construction of the Proposed Border Facilities at Mpondwe and Bunagana Border Post include feasibility studies, master plan and preparation of designs (architectural, engineering), documentation and construction supervision of infrastructure at the Border Posts. This assignment will be executed over a period of 171 calendar weeks.
The Ministry of Works and Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as well as information on the organization set up of the firm demonstrating the technical and managerial capability of the firm.
The shortlisting criteria are:
1. Experience of at least three assignments of similar nature and scope;
2. Experience of at least one assignment in Sub Sahara Africa & other Countries at same level of economic development;
3. Availability of appropriate staff skills including among others Project Manager/Team Leader, Architect, Structural Engineer, Civil Engineer, Building Services Engineer (Electrical), Building Services Engineer (Mechanical installations/Sanitation), Communications/IT Engineer, Quantity Surveyor, Land Surveyor, Environmentalist, Sociologist, Trade Facilitation Expert;
4. At least 10 years’ experience in consultancy services of a similar nature.
Consultants shall adhere to the World Bank Guidelines of Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers of January 2011 revised in 2014, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications and should indicate clearly in the expression of interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Guidelines.
